UBC students, join us for a discussion on international policy with Roland Paris, the Prime Minister’s former advisor on global affairs and defence.

Building on the early foreign policy successes of the Trudeau government, how should Canada define and pursue its long-term goals in international affairs? In an era of dramatic global change and rising challenges, old assumptions about Canadian foreign policy may no longer apply. Canada needs to position itself to succeed not in the world that we have known, but in the world that is emerging.

Roland Paris has co-authored the 2015 book, The World Won’t Wait: Why Canada Needs to Rethink Its International Policies with UBC Assistant Professor Taylor Owen.

Bio: Roland Paris is University Research Chair in International Security and Governance, and Associate Professor in the Graduate School of Public and International Affairs, at the University of Ottawa. He has expertise in the fields of international security, international governance and foreign policy. His research has appeared in leading academic publications, such as International Security and International Studies Quarterly, and has won numerous citations and prizes, including the Grawmeyer Award for Ideas Improving World Order. He has also earned four awards for teaching and two for public service.

In addition to his scholarly work, Paris has held several policy positions. In late 2014 and early 2015, he helped to map out a foreign policy plan for then-Liberal leader Justin Trudeau. After the federal election in October, he was appointed to Mr. Trudeau’s transition team. He then served as Senior Advisor on Global Affairs and Defence to the Prime Minister on leave from the University of Ottawa during the 2015-16 academic year. Previously, Paris held positions in the Privy Council Office, the Department of Foreign Affairs, and the Federal-Provincial Relations Office. He also served as Director of Research at the Conference Board of Canada, the country’s largest think tank. His first policy position was as a Parliamentary Intern in 1991-92.

At the University of Ottawa, Paris founded the Centre for International Policy Studies (CIPS) in 2008, a leading centre for the analysis of foreign affairs in Canada, which he directed until 2015. Prior to joining the University, he was Assistant Professor the University of Colorado-Boulder and Visiting Researcher at the Johns Hopkins School of Advanced International Studies in Washington, DC. He has also been a Visiting Fellow at Sciences Po in Paris. In 2012, he was named a non-resident Global Ethics Fellow by the Carnegie Council on Ethics and International Affairs in New York. In 2014, he was appointed by the Secretary-General of the North Atlantic Treaty Organization (NATO) to a 10-member international group of experts to advise on the future of the transatlantic partnership.

He sits on the editorial board of six scholarly journals and provides regular analysis and commentary on international affairs for national and international media. He has also served on the board of directors of several organizations, including the World University Service of Canada and the Academic Council on the United Nations System.

Paris holds a Ph.D. from Yale University, an M.Phil. from the University of Cambridge, and a B.A. from the University of Toronto. He lives in Ottawa with his spouse and three children.
