This report is the first comprehensive public documentation of the massacre of over 300 civilians in Barlonyo in February 2004 by indicted war criminal Okot Odhiambo.

The report acknowledges that the surviving victims beg for justice, but not just from the LRA. Many demand the Government of Uganda be held accountable for failing to protect the civilian population.

Central Recommendations include:

  1. Accountability for the leadership of the LRA, particularly the commander in charge of the Barlonyo massacre, Okot Odhiambo;
  2. Full investigation into the role of the Ugandan People’s Defence Force and accountability of persons responsible for failing to protect the civilian population;
  3. Reparations in the form of memorial schools, hospital and a bridge over the River Moroto;
    A trust fund to support orphans of the massacre, particularly child and youth heads of household.
