Raissa Fontelas Rosado Gambi is a social scientist who has served as a Public Policy and Government Management Analyst with the municipality of São Paulo, Brazil since 2016. With over 15 years of experience in the fields of social policy, project management, and community engagement, she has held diverse roles within both the public and private sectors, including positions as a lecturer in public universities and roles as a social analyst and consultant. Her work has also extended to international contexts.

At the provincial level of the Government of Minas Gerais, she was responsible for monitoring and evaluating priority social projects, a focus that also shaped her master’s research. In her current capacity with the Municipality of São Paulo, she played a crucial role in coordinating the development of the city’s strategic plan for priority social projects and the corresponding monitoring system. Simultaneously, she pursued her doctorate in social sciences.

Over the past three years, Raissa has faced the challenge of designing, implementing, monitoring, and evaluating São Paulo’s Early Childhood Policy, with a specific focus on the most vulnerable populations. Her responsibilities encompassed establishing and operating an intersectoral governance structure for the Municipal Early Childhood Policy, monitoring the goals established in the São Paulo Early Childhood Plan 2018-2030, and developing its quadrennial action plan. Additionally, she produced annual public reports detailing the policy’s outcomes.

Recently, Raissa played a pivotal role in co-creating integrated protocols with the municipality’s education, health, and social assistance teams to address issues such as adolescent pregnancy and violence against children. Her career is driven by a steadfast commitment to social justice and intertwines theory and practice to enhance public policies and combat systemic inequalities.
