Incoming MPPGA student Anna Manuel Awarded the Inaugural Phil Lind Memorial Fellowship



Master of Public Policy and Global Affairs class of 2026 student Anna Manuel is the first-ever recipient of the Phil Lind Memorial Fellowship, an award made possible through the generous support of the Cable Public Affairs Channel (CPAC) as an homage to the late Phil Lind (1943-2023). An incoming student to the MPPGA program, Anna’s primary interests lie in international energy and security policy. She completed her Bachelor of Arts degree in International Relations at UBC in 2023, and currently works for Natural Resources Canada in the Nuclear Energy Division.

The Phil Lind Memorial Fellowship, valued at $15,000, was announced earlier this year and will be awarded annually for the next five years starting in the 2024/2025 winter session. Phil Lind, who long served as the founder and chair of CPAC, devoted his career to supporting democratic accessibility in Canada and strengthening the nation’s tie with the U.S. His affiliation with UBC also propagated the Phil Lind Initiative series in 2015.

The fellowship aims to support a remarkable student entering the School of Public Policy and Global Affairs, representing the promising future of policy makers. SPPGA congratulates Anna, who noted she is “excited to continue exploring her passion for non-proliferation and technology governance.”
